How much would a new hvac (heat and air) system cost? How are these sized?

I live in Oklahoma City. My old system is 15-16 years old. My house is 1240 SQFT with 8 foot ceilings. The ac currently doesn’t seem to be working right. I have heard about the $1500 tax credit. How does that work? Special thanks to contractors and those who just bought a new system!
